Read [INSTRUCTIONS] as a first-time user trying to create [RESULT]. Map each step's inputs, action, decisions, output, and dependency on earlier steps.
Find missing accounts or files, unexplained terms, actions that happen off-screen, outputs used before creation, and choices with no decision rule. Quote the relevant passage for every finding. Separate a required missing step from an optional improvement.
